Montreal – The Institute for Research on Public Policy is pleased to announce the appointments of Colin Busby and Natalia Mishagina as research directors.
Colin Busby brings to the IRPP over a decade of experience directing and producing award-winning research on issues that affect everyday Canadians, and valuable insights on the complex policy issues facing governments. Prior to joining the Institute he was the associate director of research at the C.D. Howe Institute, where he specialized in human capital and healthcare policy. He also worked at Industry Canada and for the United Nations Industrial Development Organization.
For over ten years, Natalia Mishagina has conducted empirical research and published numerous leading articles and reports on STEM workforce, healthcare, immigration, employment insurance and education, and provided strategic advice to governments in Canada and abroad. She brings to the Institute a deep understanding of the interactions between economics and social policy, which will guide the IRPP’s research moving forward. Before joining the Institute, she conducted research at the Centre Interuniversitaire de Recherche en Analyse des Organisations (CIRANO), and worked as an economist at the Analysis Group, Inc.

Natalia is an accomplished researcher whose expertise in behavioural economics will bring a new dimension to the IRPP’s research capacity. Colin Busby and Natalia Mishagina’s appointments were effective February 5, 2018, and January 22, 2018, respectively.
