The New Northern Policy Universe
Frances Abele, Thomas J. Courchene, F. Leslie Seidle and France St-Hilaire
Climate change and resource development are transforming the Arctic into a region of major international importance. Canada must improve its surveillance and enforcement capability in its northern regions and work with countries with important Arctic interests that potentially overlap with its own. In this chapter, part of the volume Northern Exposure: Peoples, Powers and Prospects for Canada’s North, Rob Huebert, an expert in military and strategic issues, calls on policy-makers to act, insisting that Canadian Arctic sovereignty is a means to ensure greater national security.
