Notamment celles qui ont une invalidit\u00e9 grave ou un faible niveau de scolarit\u00e9 sont peu pr\u00e9sentes sur le march\u00e9 de l\u2019emploi. Et elles sont nombreuses \u00e0 avoir besoin de soutien et d\u2019un travail adapt\u00e9.<\/p>\n<p>Dans cette \u00e9tude de l\u2019IRPP, Michael Prince examine la situation de l\u2019emploi chez les adultes en \u00e2ge de travailler qui ont une invalidit\u00e9 physique ou mentale, et analyse les politiques actuelles \u00e0 ce sujet. Ses r\u00e9sultats montrent qu\u2019un nombre disproportionn\u00e9 d\u2019entre eux ne travaillent pas, m\u00eame s\u2019ils en sont capables et souhaitent le faire. De plus, parmi ceux qui occupent un emploi, beaucoup re\u00e7oivent un salaire inf\u00e9rieur au salaire minimum et ne sont pas prot\u00e9g\u00e9s par la l\u00e9gislation du travail.<\/p>\n<p>Si, au cours des ann\u00e9es, les gouvernements ont mis en place diverses mesures pour faciliter la participation au march\u00e9 du travail des Canadiens ayant une invalidit\u00e9, celles-ci manquent de coh\u00e9rence. Les programmes offerts aux personnes handicap\u00e9es par les autorit\u00e9s f\u00e9d\u00e9rale, provinciales et municipales, \u00e9crit Michael Prince, forment un assemblage h\u00e9t\u00e9roclite de pratiques dont l\u2019accessibilit\u00e9, le caract\u00e8re abordable et l\u2019efficacit\u00e9 sont tr\u00e8s in\u00e9gaux.<\/p>\n<p>Cette situation est en bonne partie le r\u00e9sultat de choix politiques faits par le gouvernement f\u00e9d\u00e9ral dans le pass\u00e9, en particulier le transfert aux provinces et aux territoires, depuis la fin des ann\u00e9es 1990, des fonds de l\u2019assurance emploi destin\u00e9s aux programmes et aux services li\u00e9s au march\u00e9 du travail\u00a0; la r\u00e9duction des d\u00e9penses, au cours de la derni\u00e8re d\u00e9cennie, dans les programmes destin\u00e9s aux personnes ayant une invalidit\u00e9\u00a0; et le peu d\u2019attention port\u00e9e aux Ententes sur le march\u00e9 du travail visant les personnes handicap\u00e9es.<\/p>\n<p>Or le gouvernement f\u00e9d\u00e9ral s\u2019est engag\u00e9 \u00e0 adopter au cours de son mandat des lois favorisant l\u2019acc\u00e8s au travail et l\u2019inclusion sociale des personnes ayant une invalidit\u00e9. Michael Prince soutient que, si les d\u00e9cideurs politiques veulent \u00e9liminer les obstacles syst\u00e9miques et offrir l\u2019\u00e9galit\u00e9 des chances, ils doivent prioritairement mettre en contact les employeurs et les personnes handicap\u00e9es, et aider les employeurs \u00e0 offrir \u00e0 ces personnes du soutien et un travail adapt\u00e9.<\/p>\n<p>L\u2019auteur propose \u00e9galement aux gouvernements une strat\u00e9gie en six points : 1. Renouveler la conception que nous avons de l\u2019invalidit\u00e9 et de la citoyennet\u00e9\u00a0; 2. Permettre aux jeunes de mieux vivre la transition des \u00e9tudes au travail\u00a0; 3. Am\u00e9liorer l\u2019acc\u00e8s \u00e0 l\u2019\u00e9ducation postsecondaire\u00a0; 4.\u00a0Promouvoir les pratiques de soutien en milieu de travail\u00a0; 5. Bonifier les services et le soutien \u00e0 l\u2019emploi\u00a0; 6. Actualiser les ententes touchant le march\u00e9 de l\u2019emploi.<\/p>\n<p>Les Canadiens ayant une invalidit\u00e9 devraient pouvoir occuper un v\u00e9ritable emploi et recevoir un salaire d\u00e9cent.
