{"id":9856,"date":"2016-06-09T08:20:04","date_gmt":"2016-06-09T12:20:04","guid":{"rendered":"http:\/\/irpp.org\/research-studies\/en-fr\/"},"modified":"2019-09-24T14:31:42","modified_gmt":"2019-09-24T18:31:42","slug":"canadas-innovation-conundrum","status":"publish","type":"research-studies","link":"https:\/\/irpp.org\/fr\/research-studies\/canadas-innovation-conundrum\/","title":{"rendered":"Canada\u2019s Innovation Conundrum"},"content":{"rendered":"<p>Dans son budget 2016, le gouvernement f\u00e9d\u00e9ral nouvellement \u00e9lu annon\u00e7ait son intention de faire du Canada un centre d\u2019innovation mondial, objectif qu\u2019il compte atteindre en \u00e9laborant au cours de la prochaine ann\u00e9e un programme particuli\u00e8rement audacieux. Pour contribuer au d\u00e9bat, le pr\u00e9sent rapport examine les \u00e9l\u00e9ments cl\u00e9s qui devraient figurer \u00e0 ce programme.<\/p>\n<p>Il prend pour point de d\u00e9part le Rapport Jenkins de 2011 (<a href=\"https:\/\/examen-rd.ca\/eic\/site\/033.nsf\/vwapj\/R-D_InnovationCanada_Final-fra.pdf\/$FILE\/R-D_InnovationCanada_Final-fra.pdf\"><em>Innovation Canada\u00a0: le pouvoir d\u2019agir. Examen du soutien f\u00e9d\u00e9ral de la recherche-d\u00e9veloppement \u2013 Rapport final du groupe d\u2019experts<\/em><\/a>), qui formulait une s\u00e9rie de recommandations visant \u00e0 rationaliser et \u00e0 \u00e9toffer les politiques f\u00e9d\u00e9rales de recherche-d\u00e9veloppement (R-D), et notamment \u00e0 stimuler l\u2019essor des petites et moyennes entreprises les plus dynamiques.<\/p>\n<p>La plupart de ces recommandations ont \u00e9t\u00e9 mises en \u0153uvre, \u00e0 tout le moins partiellement, et elles ont sans doute produit certains r\u00e9sultats. Mais selon Andrei Sulzenko, l\u2019approche actuelle ne suffit pas \u00e0 produire un ensemble de strat\u00e9gies commerciales ax\u00e9es sur l\u2019innovation, car elle privil\u00e9gie le traitement des sympt\u00f4mes et non des causes de la sous-performance canadienne. C\u2019est ainsi que la faiblesse de la R-D des entreprises peut \u00eatre attribu\u00e9e \u00e0 notre \u00ab\u00a0\u00e9quilibre de la faible innovation\u00a0\u00bb. Paradoxalement, ce r\u00e9sultat d\u00e9coule souvent de politiques micro\u00e9conomiques con\u00e7ues pour dynamiser nos entreprises, qu\u2019il s\u2019agisse de politiques de fiscalit\u00e9, de concurrence, de commerce ou d\u2019investissement. Devant l\u2019absence de fortes pressions concurrentielles dans plusieurs secteurs cl\u00e9s de l\u2019\u00e9conomie canadienne, nos entreprises se sentent justifi\u00e9es de sous-investir dans un \u00e9ventail d\u2019activit\u00e9s innovantes plus risqu\u00e9es, y compris la R-D.<\/p>\n<p>Apr\u00e8s avoir largement \u00e9puis\u00e9 quatre d\u00e9cennies de gains issus de la croissance du march\u00e9 du travail, de l\u2019int\u00e9gration \u00e9conomique canado-am\u00e9ricaine et des b\u00e9n\u00e9fices des ressources naturelles, il est devenu impossible de maintenir le statu quo. L\u2019\u00e9volution d\u2019un march\u00e9 mondial chaque jour plus concurrentiel\u00a0\u2013 sans parler d\u2019une \u00e9ventuelle \u00ab\u00a0quatri\u00e8me r\u00e9volution industrielle\u00a0\u00bb\u00a0\u2013 pourrait bient\u00f4t \u00e9branler le confortable \u00e9quilibre du Canada \u00e0 l\u2019heure o\u00f9 les sources d\u2019une croissance durable r\u00e9sident dans l\u2019augmentation de la productivit\u00e9 provenant de l\u2019innovation.<\/p>\n<p>Dans ce contexte, l\u2019ambition gouvernementale d\u2019arrimer notre performance \u00e9conomique \u00e0 un nouveau programme d\u2019innovation est sans doute la bonne voie. Mais au-del\u00e0 de l\u2019habituelle focalisation sur la R-D, ce programme devra combiner une s\u00e9rie \u00ab de carottes et de b\u00e2tons\u00a0\u00bb micro\u00e9conomiques pour cr\u00e9er un climat d\u2019affaires globalement ax\u00e9 sur l\u2019innovation, selon une approche qui comprendrait les \u00e9l\u00e9ments suivants\u00a0:<\/p>\n<ul>\n<li>Favoriser et non entraver la concurrence des march\u00e9s, ce qui n\u00e9cessite au pr\u00e9alable d\u2019examiner syst\u00e9matiquement nos politiques de commerce, d\u2019investissement et de r\u00e9glementation pour d\u00e9terminer si elles incitent r\u00e9ellement \u00e0 l\u2019adoption de strat\u00e9gies commerciales fond\u00e9es sur l\u2019innovation\u00a0;<\/li>\n<li>Privil\u00e9gier les instruments qui agissent sur la demande \u2013 comme les r\u00e8glements et les politiques d\u2019approvisionnement gouvernementales\u00a0\u2013 pour renforcer l\u2019incitation \u00e0 innover tout en prot\u00e9geant l\u2019int\u00e9r\u00eat public\u00a0;<\/li>\n<li>R\u00e9\u00e9quilibrer les instruments qui agissent sur l\u2019offre\u00a0comme suit :\n<ul>\n<li>\u00e9laborer une approche fond\u00e9e sur des donn\u00e9es probantes pour d\u00e9terminer la juste combinaison d\u2019incitations directes et indirectes en appui \u00e0 la R-D des entreprises\u00a0;<\/li>\n<li>am\u00e9liorer les comp\u00e9tences de la main-d\u2019\u0153uvre en misant sur les partenariats entre gouvernements, entreprises et \u00e9tablissements d\u2019\u00e9ducation postsecondaire\u00a0;<\/li>\n<li>obtenir le soutien du public pour accro\u00eetre la disponibilit\u00e9 du capital de risque de qualit\u00e9 pour les petites entreprises \u00e0 forte croissance\u00a0;<\/li>\n<li>renforcer les \u00e9cosyst\u00e8mes d\u2019innovation en misant sur des p\u00f4les d\u2019activit\u00e9 r\u00e9gionaux et sectoriels.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><a href=\"https:\/\/irpp.org\/wp-content\/uploads\/2016\/06\/sulzenko-infographic.png\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone wp-image-7104 size-full\" src=\"https:\/\/irpp.org\/wp-content\/uploads\/2016\/06\/sulzenko-infographic.png\" alt=\"sulzenko-infographic\" width=\"1820\" height=\"4700\" srcset=\"https:\/\/irpp.org\/wp-content\/uploads\/2016\/06\/sulzenko-infographic.png 1820w, https:\/\/irpp.org\/wp-content\/uploads\/2016\/06\/sulzenko-infographic-116x300.png 116w, https:\/\/irpp.org\/wp-content\/uploads\/2016\/06\/sulzenko-infographic-768x1983.png 768w, https:\/\/irpp.org\/wp-content\/uploads\/2016\/06\/sulzenko-infographic-397x1024.png 397w\" sizes=\"(max-width: 1820px) 100vw, 1820px\" \/><\/a><\/p>","protected":false},"excerpt":{"rendered":"<p>Dans son budget 2016, le gouvernement f\u00e9d\u00e9ral nouvellement \u00e9lu annon\u00e7ait son intention de faire du Canada un centre d\u2019innovation mondial, objectif qu\u2019il compte atteindre en \u00e9laborant au cours de la prochaine ann\u00e9e un programme particuli\u00e8rement audacieux.
