Ils examinent \u00e0 cet effet deux questions cl\u00e9s\u00a0: comment l&rsquo;am\u00e9lioration du niveau d&rsquo;\u00e9ducation a graduellement transform\u00e9 la structure des salaires et des revenus au Canada\u00a0; quel r\u00f4le ont jou\u00e9 les politiques \u00e9ducatives,\u00a0et plus g\u00e9n\u00e9ralement les politiques en mati\u00e8re de \u00ab\u00a0capital humain\u00a0\u00bb dans l&rsquo;accroissement ou la r\u00e9duction des in\u00e9galit\u00e9s.<\/p>\n<p>Pour stabiliser les in\u00e9galit\u00e9s, on ferait fausse route en privil\u00e9giant les politiques ax\u00e9es sur le capital humain, du moins dans leur forme actuelle, constatent les auteurs. Ils montrent ainsi que l&rsquo;am\u00e9lioration du niveau d&rsquo;\u00e9ducation et du rendement de l&rsquo;\u00e9ducation n&rsquo;a pas emp\u00each\u00e9 le creusement des in\u00e9galit\u00e9s de revenu observ\u00e9 ces derni\u00e8res d\u00e9cennies. Il ne suffirait donc pas d&rsquo;accro\u00eetre le niveau d&rsquo;\u00e9ducation de la main-d&rsquo;\u0153uvre pour neutraliser les forces qui transforment la structure salariale. Ils font valoir notamment qu&rsquo;en augmentant les ressources destin\u00e9es \u00e0 l&rsquo;enseignement universitaire, on favoriserait surtout les enfants des familles \u00e0 revenu moyen et sup\u00e9rieur, ce qui risquerait en fait d&rsquo;aggraver les in\u00e9galit\u00e9s. Il semble tout aussi infructueux d&rsquo;accro\u00eetre le financement des programmes coll\u00e9giaux et d&rsquo;apprentissage, sauf si l&rsquo;on traitait efficacement les probl\u00e8mes persistants de la faible participation des femmes et du pi\u00e8tre taux de r\u00e9ussite des \u00e9l\u00e8ves. En revanche, privil\u00e9gier le d\u00e9veloppement de la petite enfance et de l&rsquo;enseignement secondaire au profit des familles \u00e0 faible revenu favoriserait davantage la r\u00e9duction des in\u00e9galit\u00e9s \u00e0 long terme et entre g\u00e9n\u00e9rations, bien qu&rsquo;on ne puisse \u00e9tablir clairement quelle en serait l&rsquo;incidence globale sur les \u00e9carts entre les revenus moyens et sup\u00e9rieurs. En somme, les politiques d&rsquo;\u00e9ducation et de formation n&rsquo;ont rien d&rsquo;une solution miracle pour enrayer les in\u00e9galit\u00e9s.<\/p>\n<h3>Auteurs<\/h3>\n<p><strong>Kelly Foley <\/strong>est professeure adjointe au D\u00e9partement d&rsquo;\u00e9conomie de l&rsquo;Universit\u00e9 de la Saskatchewan. Elle a \u00e9t\u00e9 auparavant professeure adjointe \u00e0 l&rsquo;\u00c9cole de commerce de Copenhague et associ\u00e9e de recherche \u00e0 la Soci\u00e9t\u00e9 de recherche sociale appliqu\u00e9e. Elle a obtenu un Ph.D. en \u00e9conomie de l&rsquo;Universit\u00e9 de la Colombie-Britannique en 2010.<\/p>\n<p><strong>David Green<\/strong> est professeur \u00e0 la Vancouver School of Economics de l&rsquo;Universit\u00e9 de la Colombie-Britannique, chercheur international associ\u00e9 \u00e0 l&rsquo;Institute for Fiscal Studies de Londres, et chercheur associ\u00e9 de l&rsquo;Institut de recherche en politiques publiques. Ses recherches sont consacr\u00e9es aux d\u00e9terminants de la structure de salaire et d&#8217;emploi. Dans ses r\u00e9cents travaux, il \u00e9tablit des liens entre les questions micro- et macro\u00e9conomiques (effets g\u00e9n\u00e9raux de l&rsquo;\u00e9quilibre) de la d\u00e9termination de la main-d&rsquo;\u0153uvre.<\/p>\n<table border=\"1\" cellpadding=\"5\">\n<tbody>\n<tr>\n<td>Ce chapitre fait partie de l\u2019ouvrage collectif\u00a0<u style=\"font-family: inherit;font-size: inherit\"><a href=\"https:\/\/irpp.org\/fr\/recherche\/income-inequality-the-canadian-story\/\"><em>Income Inequality: The Canadian Story<\/em><\/a><\/u><span style=\"font-family: inherit;font-size: inherit\">.
