{"id":9798,"date":"2000-04-05T00:00:00","date_gmt":"2000-04-05T04:00:00","guid":{"rendered":"http:\/\/irpp.org\/research-studies\/en-fr\/"},"modified":"2017-12-04T13:15:49","modified_gmt":"2017-12-04T18:15:49","slug":"en-fr","status":"publish","type":"research-studies","link":"https:\/\/irpp.org\/fr\/research-studies\/en-fr\/","title":{"rendered":"Without Quebec"},"content":{"rendered":"<p>Selon Alain No\u00ebl, professeur agr\u00e9g\u00e9 en science politique \u00e0 l&rsquo;Universit\u00e9 de\u00a0Montr\u00e9al et auteur du document intitul\u00e9 Without Qu\u00e9bec: Collaborative\u00a0Federalism With a Footnote?, l&rsquo;Entente-cadre, loin d&rsquo;inaugurer une nouvelle\u00a0collaboration entre les deux ordres de gouvernement, comme on le croit\u00a0g\u00e9n\u00e9ralement, ne fait, au contraire, qu&rsquo;accentuer la hi\u00e9rarchie entre les paliers\u00a0gouvernementaux. L&rsquo;auteur souligne d&rsquo;abord qu&rsquo;Ottawa, dans la d\u00e9finition et la\u00a0promotion du texte final sign\u00e9 en f\u00e9vrier 1999, a fait peu de cas de la position\u00a0dont les provinces avaient convenu \u00e0 Saskatoon l&rsquo;ann\u00e9e pr\u00e9c\u00e9dente.\u00a0Deuxi\u00e8mement, soutient Alain No\u00ebl, l&rsquo;Entente institutionnalise un r\u00e9gime de\u00a0relations intergouvernementales au sein duquel le gouvernement f\u00e9d\u00e9ral d\u00e9cide\u00a0des orientations politiques et les impose aux provinces. L&rsquo;auteur, enfin, voit dans\u00a0l&rsquo;Entente le reflet d&rsquo;un mode de gouvernement marqu\u00e9 par trois caract\u00e9ristiques :\u00a0la concentration du pouvoir au sommet de la pyramide, la recherche de solutions \u00e0\u00a0court terme, et le m\u00e9pris des r\u00e8gles de fonctionnement et des processus \u00e9tablis.<\/p>\n<p>Certes, le refus du Qu\u00e9bec de signer l&rsquo;Entente pourrait instaurer un certain degr\u00e9\u00a0d&rsquo;asym\u00e9trie en permettant \u00e0 cette province de suivre sa propre voie. Mais le\u00a0professeur No\u00ebl estime que, contrairement \u00e0 l&rsquo;opinion re\u00e7ue dans certains milieux,\u00a0l&rsquo;Entente ne constitue aucunement une forme de f\u00e9d\u00e9ralisme asym\u00e9trique,\u00a0puisqu&rsquo;elle ne respecte pas le principe m\u00eame du f\u00e9d\u00e9ralisme. L&rsquo;Entente illustre\u00a0plut\u00f4t un f\u00e9d\u00e9ralisme qui permet de modifier les \u00ab r\u00e8gles du jeu \u00bb sans le\u00a0consentement d&rsquo;un des partenaires \u2013 le Qu\u00e9bec, en l&rsquo;occurrence \u2013 et au\u00a0gouvernement f\u00e9d\u00e9ral de consolider son pouvoir de d\u00e9penser dans des domaines\u00a0de comp\u00e9tence provinciale.<\/p>\n<p>M\u00eame sur le plan de l&rsquo;efficacit\u00e9 des politiques sociales, le professeur No\u00ebl doute\u00a0que l&rsquo;Entente sign\u00e9e l&rsquo;an dernier puisse engendrer les meilleures d\u00e9cisions. Selon\u00a0lui, les structures et les modalit\u00e9s de fonctionnement mises en place par l&rsquo;Entente\u00a0entra\u00eeneront, dans la conception des politiques sociales canadiennes, deux\u00a0cons\u00e9quences importantes. D&rsquo;une part, l&rsquo;Entente favorise des politiques ax\u00e9es non\u00a0pas sur la collectivit\u00e9 et les services, mais plut\u00f4t sur l&rsquo;aide directe aux individus\u00a0sous forme mon\u00e9taires et fiscales.
