The underlying theme of the project is scarcity of resources and the need for choice: the everyday reality for policy-makers is that governments have limited means at their disposal \u2013 be it revenue, manpower or political capital \u2013 and must therefore choose carefully which policies to pursue and which to leave behind.<\/p>\n<p>One key objective in this project was to bring together some of the best policy minds in the country to examine and deliberate these choices and priorities. The 45 individuals who played a role in the CPA process \u2013 the agenda setters who helped identify the broad policy challenges at issue, the analysts who submitted their policy recommendations, the critics who provided their assessment of the policies proposed, and the judges whose task it was to review the evidence and arguments presented and assembled a policy package from the proposals on offer \u2013 certainly qualify. Each has contemplated either in government or in advising government at the highest level.<\/p>\n<p>Part I consists of eight sections, one for each of the broad policy challenges. In each section, the analysts present the evidence and make the case for their policy proposals, which are then scrutinized in two commentaries.<\/p>\n<ul>\n<li><a href=\"https:\/\/irpp.org\/research-studies\/riddell-2008-09-29\/\">Human capital<\/a> \u2013 W. Craig Riddell<\/li>\n<li><a href=\"https:\/\/irpp.org\/research-studies\/jaccard-rivers-2007-10-29\/\">Climate change<\/a> \u2013 Mark Jaccard and Nic Rivers<\/li>\n<li><a href=\"https:\/\/irpp.org\/research-studies\/olewiler-2008-09-29\/\">Natural capital<\/a> \u2013 Nancy Olewiler<\/li>\n<li><a href=\"https:\/\/irpp.org\/research-studies\/foot-2008-09-28\/\">Population aging<\/a> \u2013 David K. Foot<\/li>\n<li><a href=\"https:\/\/irpp.org\/research-studies\/duclos-2008-09-29\/\">Economic security<\/a> \u2013 Jean-Yves Duclos<\/li>\n<li><a href=\"https:\/\/irpp.org\/research-studies\/evans-et-al-2008-09-29\/\">Health outcomes<\/a> \u2013 Robert Evans, Clyde Hertzman and Steve Morgan<\/li>\n<li><a href=\"https:\/\/irpp.org\/research-studies\/sharpe-2008-09-29\/\">Productivity<\/a> \u2013 Andrew Sharpe<\/li>\n<li><a href=\"https:\/\/irpp.org\/research-studies\/hart-2007-10-15\/\">Trade and globalization<\/a> \u2013 Michael Hart<\/li>\n<\/ul>\n<p>In Part II, the CPA judges \u2013 Wendy Dobson, Alain Dubuc, John Helliwell, Richard Lipsey, Carolyn Tuohy and William Watson \u2013 select their preferred policy package and explain why these policies are most likely to enhance Canadians&rsquo; economic and social well-being. In Part III, the editor \u2013 Jeremy Leonard, Christopher Ragan and France St-Hilaire \u2013 present their conclusions and observation on the results of the process.<\/p>\n<p>A Canadian Priorities Agenda departs from the standard \u201csilo\u201d\u009d approach to public policy research and deliberation. This path-breaking volume is unique in this regard among recent contributions to Canadian economic and social policy analysis.
