Stephen Tapp is the research director of the International Trade and Global Commerce research program. Before joining the Institute, he was a senior economist and adviser on economic, fiscal and tax issues for Canada’s first Parliamentary Budget Officer. He worked as an economist in the research departments of the Bank of Canada and Finance Canada; as a research fellow at the C.D. Howe Institute; and as an economics instructor at Queen’s University. His research focuses on the Canadian economy and public policy, and his work has been published in the Canadian Journal of Economics and Canadian Public Policy, and also by think tanks and government organizations. He is on the board of the Ottawa Economics Association. He has a Ph.D. and an MA in economics from Queen’s University and a BA from the University of Western Ontario.
