Elizabeth Roscoe is senior vice-president, public affairs, at Rubicon Strategy where she works with clients in regulated sectors such as communications, financial services and energy. Elizabeth leads the M+A practice at Rubicon where she assists clients navigating the regulatory investment process. With close to 30 years in the communications sector, Elizabeth has a deep understanding of broadcasting and telecommunications policy, and the legislative and CRTC process. She worked as executive vice-president for strategic and public affairs planning at the Canadian Association of Broadcasters, where she was responsible for overseeing regulatory and policy submissions to the federal government and the CRTC, and where she managed the association’s government relations and public profile. Previously, she worked at Shaw Communications and the Canadian Cable Television Association. She established Shaw’s Ottawa office and government relations program during a time of significant expansion for the company. As well, Elizabeth worked in the federal government as chief of staff to Barbara McDougall and Michael Wilson, in the Department of Finance and the first-ever Department of Privatization.
