France St-Hilaire

France St-Hilaire is the former vice-president of research at the Institute for Research on Public Policy. France St-Hilaire has written extensively on public finance, social policy and fiscal federalism. She has also co-edited several IRPP volumes, including Income Inequality: The Canadian Story (2016), Northern Exposure: Peoples, Powers and Prospects in Canada’s North (2009), A Canadian Priorities Agenda: Policy Choices to Improve Economic and Social Well-Being (2007), and Money, Politics and Health Care: Reconstructing the Federal-Provincial Partnership (2004). Before joining the IRPP as a research director in 1992, she worked as a researcher at the Institute for Policy Analysis at the University of Toronto and in the Department of Economics at the University of Western Ontario. She holds a graduate degree in economics from Université de Montréal.
